West Basin MWD

TSG serves as Project Labor Agreement (PLA) Coordinator on a program that includes four projects totaling $50 million and provides Labor Compliance monitoring on several other projects. At the inception of our engagement, we helped the District develop both a PLA Compliance Plan and a Labor Compliance Program (LCP). This included preparing an LCP Manual and Department of Industrial Relations (DIR) application for their Proposition 84-funded projects. We also conducted full-day immersive training on LC and PLA practices at the West Basin offices.

Our efforts are geared toward reaching the District’s specific PLA goals, resolving PLA and LCP issues without disruption to the program, and helping the District navigate the Prop-84 funding process. We ensure any stakeholder disputes are resolved informally by creating a partnership between labor unions and contractors. We also provide monthly progress reports to keep the District up to date on the program’s success.
