Honolulu Authority for Rapid Transportation (HART)

Honolulu Authority for Rapid Transportation (HART) is building the islands’ first rail transit line. With an FTA-supported budget of $6.7 billion, the elevated rail design will provide transit through the most densely populated and heavily congested portion of Oahu. TSG, as subconsultant to Jacobs, is providing program-level Scheduling services to the Authority under a General Engineering Contract (GEC). TSG staff has been responsible for maintaining the program schedule in addition to overseeing the Core Systems schedule. This includes reviewing and analyzing contractor monthly schedule updates to process pay requests and analyzing potential claims for mitigation and/or avoidance.

TSG is also administering the HART Rapid Transit Stabilization Agreement (RTSA), a PLA-like agreement among contractors, unions and the Authority setting guidelines for labor relations on the GEC project. This involves interpretation of two parallel agreements and giving guidance on ambiguities to all stakeholders, as well as working with non-participatory parties to facilitate good relations and ensure the project is continuously moving forward.
