Fremont Unified School District

TSG assisted Fremont USD in negotiating a Project Labor Agreement (PLA) for its $650 million Measure E Bond Program. The biggest challenge was building consensus among contractors, local unions, and the District in defining rules ensuring there would be no project interruptions due to labor issues. TSG now oversees the PLA through management of labor relations, coordinating the PLA’s innovative workforce development and employment programs, and monitoring and reporting on the effectiveness of the agreement.
