Section 3

TSG oversees Section 3 requirements on various projects. A provision of the Housing and Urban Development (HUD) Act of 1968, its purpose is to ensure employment and certain economic opportunities are directed towards low and very-low income persons, and businesses who provide economic opportunities to low and very-low income persons. In particular, funds are to be directed to recipients of government housing assistance.

TSG’s implements these requirements on construction projects by:

• • Educating Awarding Bodies and contractors during
    pre-construction and construction
  • Monitoring and reporting
  • Verifying Section 3 Workers and Section 3 Business Concerns
    through in-person outreach and reviewing payrolls
  • Providing technical and outreach assistance
  • Notify Section 3 Workers and Section 3 Business Concerns of
    economic opportunities
