$2.1 billion Facilities Bond Construction & Modernization Program
TSG developed, negotiated, and successfully implemented the Project Labor Agreement (PLA) for LACCD’s $2.1 billion Proposition A bond program involving construction and renovation of 9 campuses. As the first PLA Administrator for LACCD, TSG’s services included developing a PLA Management Plan, Workforce Outreach Plan, and Small Business Outreach Plan. In addition to administering the PLA, TSG also provided labor compliance monitoring, workforce outreach, and small business outreach services, and trained contractors, unions, and District representatives.
TSG also provided coordination and liaison services to support the District’s Community Economic Development Program for all work subject to the PLA, including their College Internship Program – LACCD’s student involvement program. As part of the local hire and workforce development plans, TSG focused on Work Source Centers within the colleges to help identify opportunities for local resident employment or entry into an apprenticeship program. This effort was supplemented by TSG’s outreach efforts involving other community-based organizations (CBOs).
