$616 million Measure E Facilities Bond Construction and Modernization Program
TSG provided the District with Labor Compliance Program (LCP) implementation services, monitoring contractor compliance with prevailing wage and labor code regulations. Enforcement activities included: reviewing contractors’ submittals, including Certified Payroll Records (CPRs), Statements of Compliance, Fringe Benefits Statements, and employer training fund contributions; conducting site interviews and random audit reports to supplement these efforts; and coordinating with adjudicating and enforcement agencies on behalf of the District.
TSG previously provided Contractor Pre-Qualification services to the District, designing the pre-qualification application process and managing its administration. The main focus of the program was to ensure prospective contractors had the financial means to perform the required work.
