El Monte Union High School District (EMUHSD)
As a member of the program management team, TSG is responsible for Project Labor Agreement (PLA) administration, labor compliance monitoring, local hire outreach, and training for contractors, unions, and EMUHSD representatives. For the District’s $168.5 million facilities construction bond program, our specific services include: developing a PLA and local hire monitoring plan, educating contractors on labor compliance provisions, conducting outreach for local resident utilization, establishing a Joint Administrative Committee (JAC) to oversee PLA progress, and reporting compliance-related delinquencies to the contractor and EMUHSD. As part of the local hire and workforce development plans, TSG focused on Work Source Centers within EMUHSD’s surrounding area to help identify opportunities for local resident employment or entry into an apprenticeship program, an effort that was supplemented by TSG’s outreach to other Community Based Organizations.
TSG is also responsible for monitoring and enforcing EMUHSD’s labor compliance program by facilitating pre-construction meetings to disseminate program details to contractors and subcontractors; collecting and auditing Certified Payroll Records (CPRs), Fringe Benefit statements, Trustee Reports, and other related documentation; and preparing monthly notifications of missing or delinquent documents and the necessary corrective actions. When necessary, we also coordinate compliance activities with agencies such as the Department of Industrial Relations (DIR) and Division of Apprenticeship Standards (DAS).
