TSG provided staff augmentation services to fulfill Senior Procurement/Purchasing Manager functions. After evaluating the existing processes, TSG tailored the Procurement Policies and Procedures Manual to comply with best practices, federal requirements and the DART organization. TSG also developed competitive bid procurement documents for new buses and future requirements of the system.
Additionally, TSG provided policy development for the preparation of contract documents, including standard and special conditions for each contract package. We also helped develop forms, contract front-end language and compliance documents, as well as a methodology for proposal analysis, including comparisons, estimate and cost summaries, and selection recommendations. TSG conducted pre-award audits and price negotiations, contract administration and management, change order analysis, assistance with claims avoidance, mitigation and resolution, and change management and claims analysis, all while ensuring consistency with Federal Acquisition Regulations (FAR) and state requirements.
