TSG provides the District with contract compliance and local hire services for its $698 million Measure M Bond Construction program, after providing business and contractor outreach services on its previous bond measure program. The District considered the adoption of a PLA for the program to encourage the utilization of both local workers and local businesses on District-funded projects. Although they eventually decided against this, TSG was still retained to monitor and document local worker utilization on the initial project. Having established a baseline level of local worker utilization, TSG staff participated in strategy discussions with the District and provided contractor communications intended to drive greater utilization of local workers. Concurrently, TSG staff worked with individual contractors to facilitate their local worker hiring process.
TSG also monitors all contractor compliance with prevailing wage regulations. TSG’s enforcement activities include: reviewing contractor submittals, including Certified Payroll Records (CPRs), Statements of Compliance, Fringe Benefit Statements, and employer training fund contributions; conducting random CPR audits; jobsite inspections/employee interviews; preparing audit reports; providing guidance on labor compliance requirements, and coordinating with adjudicating and enforcement agencies on behalf of the District.
