Pico Loop Recycled Water System Expansion Project
As a key constituent of the Program Management Team, TSG provided cost estimation, scheduling, bid review and end-user support services for this water conservation project. TSG staff developed a community and stakeholder relations/outreach plan to be utilized in this process and participated in Technical Advisory Committee meetings for coordination of the plan. TSG staff used this plan to mitigate the impact of planned construction on local residents and business owners. TSG staff was instrumental in coordinating the construction and program activities with other public and private agencies, local utility companies and state regulatory agencies.
TSG was part of the consultant team selected by the District to assist in their positioning to react to changes in the water environment, and to better meet the needs of its constituents – the water utilities and consumers. TSG participated in stakeholder interviews, including District Board members and personnel from the Public Affairs/Relations department, and coordinated related public workshops to gain input from the public.
Water Utility Relocation Engineering
TSG assessed the impact of the construction of the mid-section of the Alameda Corridor Project on retail water utilities. Specifically, TSG identified and verified impacts on retail water facilities along the Alameda Corridor and evaluated each water utility’s needs for existing crossing connections, including possible alternatives or “in-lieu” facilities. TSG also evaluated the water requirements during the project construction phase, provided an assessment of the design standards for in-kind replacement and new facilities, coordinated design and construction requirements, and evaluated the post-construction responsibilities of the District, Alameda Corridor Transportation Authority (ACTA), the design-build contractor and the utilities.
